Рождение идеи
Этими мыслями Глушков поделился с президентом АН СССР М.В. Келдышем. Ему идея понравилась и в ноябре 1962 года он организует встречу Глушкова с первым заместителем Председателя Совета Министров А.Н. Косыгиным. Итогом этой встречи стало распоряжение Совета Министров СССР о создании специальной комиссии под руководством Глушкова по подготовке материалов для создания общегосударственной автоматизированной системы управления (ОГАС) экономикой. В течение 1963 года Глушков детально изучил народное хозяйство страны. От «низа» – шахт, заводов и совхозов и до самого «верха» – Госплана, центрального статистического управления (ЦСУ) и министерств. Обладая полномочия председателя комиссии Глушков мог задавать любые вопросы, или просто прийти в кабинет к министру и наблюдать как он работает.
В результате, команда Глушкова разрабатывает первый эскизный проект Единой Государственной сети вычислительных центров ЕГСВЦ, который включал около 100 центров в крупных промышленных городах и центрах экономических районов, объединенных широкополосными каналами связи. Эти центры, распределенные по территории страны, в соответствии с конфигурацией системы объединяются с остальными, занятыми обработкой экономической информации. Согласовав проект с Келдышем, Глушков передает его на рассмотрение остальным членам комиссии. И вот тут идея ОГАС получает первый удар. Пытаясь решить эту проблему, Глушков с единомышленниками разработали предложения о создании Государственного комитета по совершенствованию управления (Госкомупра) и при нем научного центра из 10-15 институтов. Эта идея вызвала противодействие со стороны министра финансов В.Ф. Гарбузова. Видимо это сыграло свою роль, и при рассмотрении вопроса на заседании Политбюро было принято решение вместо Госкомупра создать Главное Управление по вычислительной технике при Государственном комитете по науке и технологиям, а вместо научного центра НИИ. Таким образом, уровень реализации проекта был снижен на порядок. Кроме того, сама задача видоизменилась, вместо управления экономикой на первый план выходило создание вычислительных центров. Точку в этом заседании поставил председательствовавший М.А. Суслов:
«Товарищи, может быть, мы совершаем сейчас ошибку, не принимая проект в полной мере, но это настолько революционное преображение, что нам трудно сейчас его осуществить. Давайте пока попробуем вот так, а потом будет видно, как быть. Как вы думаете?» – обратился он к Глушкову.
